Кадастровая оценка покрытых лесом земель по типам леса с учётом их почвенной бонитировки

Abstract

Статья содержит описание факторов, влияющих на кадастровую оценку лесных земель с учётом их почвенной бонитировки. В связи с применением института аренды в лесном комплексе и возможным возникновением частной собственности на леса для всех участков лесного фонда необходимым является корректное определение кадастровой стоимости различных категорий земель с учётом выполнения ими сырьевых, экологических, защитных, социальных и иных функций. Обследование, проведение специализированной оценочной работы по бонитировке, разбор и систематизирование полученных данных являются основой для оптимального решения поставленных вопросов. Проведённые исследования посвящены анализу взаимосвязей и взаимовлияния почв, типов леса и продуктивности насаждений. В качестве основной задачи исследований выступает разработка бонитировки почв и её применение при кадастровой оценке различных категорий земель. В соответствии с критериями плодородия в практических целях составлена бонитировочная шкала, которая адаптирована к региональной специфике территории УУОЛ УГЛТУ и её лесотипологической структуре. Определены показатели кадастровой стоимости по конкретным типам леса в соответствии с почвенными условиями. Информационной базой для написания статьи являются нормативно-правовые базы Министерства финансов Российской Федерации, Федеральной службы государственной регистрации, кадастра и картографии, регламентирующие определение кадастровой стоимости в Российской Федерации. В процессе написания статьи также использовались собственные исследования и ресурсы всемирной информационной сети Интернет.

The article contains a synopsis of factors affecting the cadastral valuation of forest lands, taking into account their soil bonification. In connection with the use of the institute of lease in the forest complex and the possible emergence of private ownership of forests, for all areas of the forest fund, it is necessary to correctly determine the cadastral value of various categories of land, taking into account their performance of raw materials, environmental, protective, social and other functions. Examination, carrying out specialized evaluation work on bonitirovka, analysis and systematization of the data obtained, is the basis for the optimal solution of the issues raised. The conducted studies are devoted to the analysis of the interrelationships and mutual influence of soils, forest types and productivity of plantings. The main task of the research is the development of soil bonification and its application in the cadastral assessment of various categories of land. In accordance with the criteria of fertility, for practical purposes, a bonus scale has been compiled, which is adapted to the regional specifics of the territory of UUOL UGLTU and its forest typological structure. The indicators of cadastral value for specific types of forest in accordance with soil conditions are determined. The information base for writing the article is the regulatory framework of the Ministry of Finance of the Russian Federation, the Federal Service for State Registration, Cadastre and Cartography, regulating the determination of cadastral value in the Russian Federation.
