Abstract: | The need to form infrastructure and the innovative environment of socially important sectors of the economy comes to the fore in the current economic conditions. The paper emphasizes the importance of the agro-industrial complex (AIC) as a whole and in conditions of import substitution. Moreover, the paper establishes systemic problems of the development of the industry. The authors form a multifactor model for analyzing the innovation environment of the AIC. The author’s approach to assessing the innovation environment is proposed. The analysis of external perceived reality at the macro-level allowed us to determine several strengths and weaknesses of the innovation system. The analysis of internal industry reality allowed us to conduct a comprehensive assessment of the development of the industry. Based on the study of the development of agriculture in Russia, the authors defined the factors of the innovative environment in the context of problems, conditions, and prerequisites. The paper outlines the developed industry concept of forming an innovative environment. The paper analyzes three levels of the effectiveness of the innovation environment of the AIC: the highest, the median, and the lowest. The peculiarities of its evaluation in the post-pandemic world are formulated. A distinctive feature of the author’s approach is its comprehensiveness to the formation of an innovative environment, which is simultaneously built at all levels of social relations. This approach allows the authors to achieve a synergistic effect. The mathematical expression of the model assessment of the innovation environment is a function of the relationship of global and modular factors discussed in the article. The mechanism of implementing the concept of the formation of an innovation environment in agriculture is developed at all levels of social relations, which will contribute to more effective implementation of the concept in agriculture. The implementation of the developed scientifically substantiated theoretical and methodological provisions aims to solve an important socio-economic scientific problem related to the formation of the innovation environment as the most important condition for effective innovation in agriculture for ensuring the country’s food independence and developing rural areas. © 2022, The Author(s), under exclusive license to Springer Nature Singapore Pte Ltd. |
